How to Appeal a Declined SASSA Grant Application
Appeals are not handled by SASSA itself but by an independent body — the Independent Tribunal for Social Assistance Appeals (ITSAA) — to keep the process fair. The tribunal re-examines your case and can reverse SASSA's decision. Understanding why you were declined is half the battle: each decline reason requires different supporting evidence.
This guide covers both channels: online ITSAA appeals for the SRD R370 grant, and written or in-person appeals for permanent grants such as Disability and Child Support. If your appeal has already been dismissed, see our appeal outcomes page for escalation options.
The 90-Day Deadline Is Strict
You must lodge your appeal within 90 days of receiving the decline notification. Late appeals are rejected without being considered. The countdown starts from the date on your notification, not the date you read it — so check your status regularly if you applied recently.
First: Understand Your Decline Code
Your decline notification states a reason code. Each code points to a specific verification failure, and each needs different evidence. Choosing the wrong appeal reason or submitting generic documents is the most common reason appeals fail:
| Decline Code | What It Means | Evidence That Helps |
|---|---|---|
| Alternative Income Source Detected | A database match suggests you receive money elsewhere (UIF, NSFAS, another grant, or employer contributions) | UIF de-registration letter, NSFAS cancellation letter, affidavit explaining the mismatch |
| Means Test Failed | Declared income or assets exceed the threshold | 3 months bank statements, payslips showing reduced income, retrenchment letter |
| Identity Verification Failed | ID details could not be confirmed against Home Affairs records | Certified ID copy; visit Home Affairs to fix record errors first |
| Existing Grant Recipient | Records show you already receive another social grant | Affidavit if the record is wrong (e.g. deceased parent's grant linked to your ID) |
| Deceased Record Match | Your ID appears in a death register entry | Home Affairs confirmation letter correcting the record |
| Income Threshold Exceeded (monthly review) | One month's deposits pushed you over the limit | Bank statements showing the deposit was a loan, bursary, or once-off sale |

Get your decline notification
Check your status on the SRD portal. The decline reason appears alongside the status — note it down before starting the appeal.
Open the appeal portal
Go to srd.dsd.gov.za, the official appeal site run by the Department of Social Development. Beware of look-alike sites; the portal never asks for payment.
Verify your identity
Enter your 13-digit ID number and the mobile number used in your original application. An OTP will be sent to that number — if you changed numbers since applying, update it via the SRD portal first.
Select the month(s) to appeal
SRD eligibility is assessed monthly, so every declined month is a separate decision. Select all months you want to challenge — you can do them in one session.
Choose your appeal reason
Pick the code matching your situation exactly. If none fits, choose Other and write a short, factual explanation of the error.
Submit and save your reference
After submission, an Appeal Reference Number appears on screen and is sent by SMS. Photograph it. You cannot track the appeal without it.
Appealing Permanent Grant Decisions
For permanent grants (Older Persons, Disability, Child Support, Foster Care, Care Dependency), the route differs: lodge your appeal in writing at the SASSA office where you applied, or post it directly to ITSAA. Bring your decline letter — it must be attached. You may also complete an official appeal form at any office; staff cannot refuse to give you one.
- Write your appeal within 90 days of the decline notification.
- Attach the decline letter plus your supporting evidence.
- State clearly which part of the decision you dispute and why.
- Keep copies of everything you submit, and ask for a stamped acknowledgment when handing it in.
- Permanent-grant appeals are lodged directly with ITSAA: postal submissions go to its Pretoria office; forms list the current address.
Documents That Strengthen Appeals
- Certified copy of your South African ID— Certify at a police station; certifications older than 3 months are sometimes questioned
- Latest 3 months bank statements showing all inflows— The single most useful document — it lets the tribunal see the truth behind database matches
- UIF de-registration or termination letter(optional)— Essential for 'Alternative Income Source' declines linked to UIF
- NSFAS cancellation or completion letter(optional)— For students wrongly matched as funded
- Sworn affidavit explaining your situation— Explain mismatches factually: loans received, sales made, money held for others
- Medical reports (Disability appeals)— Recent specialist or clinic reports strengthen medical re-assessments
What Happens After You Appeal
The tribunal acknowledges your appeal, requests your case file from SASSA, and reviews the evidence. Rulings typically take 60 to 90 days, though complex identity cases can take longer. You will be notified by SMS and formal letter. There are three possible outcomes:
- Upheld: the decline is reversed. For SRD grants, approved months are paid retroactively within about 14 business days of the ruling. For permanent grants, payments start from your original application date.
- Dismissed: the decline stands. You can submit a fresh application if your circumstances change, or take the matter further on review to the High Court in exceptional cases.
- Partially upheld: only some appealed months (SRD) are approved and paid.
Successful Appeals Are Paid in Full
If your appeal succeeds, SASSA must pay all backdated amounts owed from the original application date. Check that every approved month reflects in your account; query missing amounts with your appeal reference ready.
Frequently Asked Questions
Do I have to appeal every declined month separately?
Yes — each month is a separate decision, but you can select multiple months in one online session. Appeals must still fall within 90 days of each month's own decline date.
Can I appeal by phone or WhatsApp?
No. SRD appeals go through srd.dsd.gov.za; permanent grant appeals are submitted in writing or in person. Phone lines cannot create appeal records.
How long does an appeal take?
Typically 60 to 90 days from lodging. Delays usually mean your case file is still with the tribunal — track progress using your Appeal Reference Number.
My appeal was dismissed. Can I appeal again?
No second appeal exists for the same decision, but you may apply afresh if your circumstances change — new evidence often produces a different result.
Does appealing cost anything?
Nothing. ITSAA appeals are free. Anyone charging 'appeal fees' is committing fraud — report them on 0800 601 011.
I lost my Appeal Reference Number. What do I do?
Retrieve it on the appeal portal using your ID and phone number, or call the SASSA helpline on 0800 60 10 11. The number is linked to your ID.
Will appealing affect my future applications?
No. Appealing is your legal right and has no negative effect on new applications.
What if my bank statements show my aunt's money passing through my account?
Explain exactly this in your affidavit and highlight the inflows as third-party funds. Tribunals accept reasonable explanations supported by consistent statements.
